    Please be advised there was a glitch in our billing program which caused errors in Sewer Usage charges for October printed bills. Some customer bills are higher and other customer bills are lower than they should be. The bills shown online in Xpress Bill Pay will be correct and Auto Pay bills will be correct.

    The City of Molalla has not made it a priority to continuously monitor vehicle and recreational vehicle (RV) parking recently but will be doing so soon. We have received questions and complaints from the community about on-street parking and determined it is time to remind residents that on-street storage of RV’s, trailers, and inoperable vehicles is regulated under Molalla Municipal Code Chapter 10.72. The City would prefer to start with community education prior to enforcement and so have provided the ordinance information below. You may report a concern by calling police non-emergency at 503-655-8211 or fill out a Citizen Concern Form(External link) and submit it.

    10.72.020 Storage of vehicles or personal property on public property—Designated time limits.(External link)

    A. No person shall park, store, or permit to be parked or stored, an inoperable vehicle or other motor vehicle, trailer, bus, camper, motor home, recreational vehicle, boat, or other personal property on any public street, right-of-way or other public property in excess of 72 hours without express written permission of the City Manager or designee. This section shall not apply to vehicles or other property being stored or impounded by the City of Molalla or any other municipal entity.

    B. A recreational vehicle, motor home or camper may be parked on public property longer than the period allowed in subsection A of this section if:

    1. It is owned by the resident or guest of the resident of the property in front of which it is parked; and

    2. It is parked in the public street or right-of-way in front of or along-side the lot of the resident; and

    3. It is parked in a manner which does not interfere with traffic or create a hazard by obstructing the view of drivers; and

    4. It is parked in such location no longer than 10 days in any calendar year.

    C. A motor vehicle, trailer, bus, camper, motor home, recreational vehicle, boat, or other personal property is considered parked, stored, or permitted to be parked or stored if it remains in the same one-half mile radius without first exiting the one-half mile radius.

    D. Any attempt to delay, alter, or circumvent the effectiveness of the tow process by re-positioning a vehicle on the roadway without permanently removing the vehicle may be a violation of ORS 162.235 (Obstructing governmental or judicial administration) which is a Class A misdemeanor.     When the City of Molalla adopted Prohibited and Regulated Camping standards for public property there was no change to existing Molalla Municipal Code language pertaining to camping on private property. Language in the Molalla Code was not altered or removed. Code language regarding camping on private property and inhabiting an recreational vehicle is included below:

    9.16.020 Unlawful camping.(External link)

    No owner or person in charge of private property shall permit camping on such property unless such activity occurs in accordance with all applicable provisions of the City’s development code and the property owner or person in charge has given written permission to the individuals camping on such property. Unless otherwise permitted by Chapter 15.08(External link) of this code, no owner or person in charge of private property may permit another individual to camp on such property for more than 72 hours in any 30-day period. Exceptions may be granted under emergency conditions as declared by the City Manager. (Ord. 2023-06 §1; Ord. 2016-04 §1)


    15.08.010 Inhabitance and use of recreational vehicles.(External link)

    Except as provided in Title 10 or 18 of this code, no person shall inhabit or use for more than 10 consecutive days any recreational vehicle, trailer, fifth wheel or other such mobile living unit, without having obtained a permit therefor. (Ord. 1998-2 §2; Ord. 1987-9 §2)

    By mandate of the State of Oregon, all City and County ordinances regulating camping must be compliant with Oregon HB 3115 by June 30, 2023.

    In response to this state mandate, the Molalla City Council went to great lengths to ensure adoption of a camping ordinance that:

    1. Complies with the mandates of Oregon HB 3115; and
    2. Discourages camping in areas where such activities fundamentally undermine the public's ability to use that public property for its intended purpose or creates unsafe and unsanitary living conditions.


    On June 14, 2023 the Molalla City Council Adopted:

    El Concejo de Molalla Adopto una Ordenanza para Acampar en Público

    Por mandato del estado de Oregon, todas las ordenanzas de la ciudad y el condado que regulan los campamentos deben cumplir con Oregon HB 3115 antes del 30 de junio de 2023.

    En respuesta a este mandato estatal, el Ayuntamiento de Molalla hizo todo lo posible para garantizar la adopción de una ordenanza de acampada que:

    • Cumple con los mandatos de Oregon HB 3115; y
    • Desaconseja acampar en zonas en las que actividades menoscaben fundamentalmente la capacidad del público de utilizar esa propiedad pública para los fines previstos o creen condiciones de vida inseguras e insalubres.

    Clackamas County is vulnerable to many natural hazards, such as earthquakes, wildfires, flooding, and volcanoes. As part of our efforts to continuously promote and maintain the safety and stability of our community, Clackamas County Disaster Management(External link) and participating cities and special districts are in the midst of updating the County’s Multi-Jurisdictional Hazard Mitigation Plan - a document that identifies the vulnerabilities and risks a community is susceptible to from natural hazards and determines actions to reduce those risks.

    We invite you, the community members of Clackamas County, to provide input and feedback on our Natural Hazard Mitigation Plan. You can participate in this planning process by completing this survey, which will aid in plan preparation, inform potential mitigation measures, and ultimately make Clackamas County more resilient to disasters. Your participation in this 5-minute survey(External link) will aid our plan development, ultimately making Clackamas County more resilient to disasters.
