The City of Molalla's Code Compliance Division works to maintain and improve Molalla’s quality of life and public safety by enforcing the city’s nuisance abatement ordinances.

Nuisance abatement and planning concerns such as graffiti, junk, overgrown vegetation, pool hazards, and animal regulations, illegal businesses, and un-permitted builds are a few examples of reportable issues. For more information and some commonly asked questions click here.

Spring has finally come and with the sunny weather and springtime flowers comes the City of Molalla’s annual sewer averaging.

Unlike your monthly water usage charge which is determined by the amount of water you use in a month, wastewater (sewer usage) uses a sewer averaging methodology because measuring your wastewater would be yucky!

The sewer charges on your monthly bill are made up of two components. The Sewer Base charge is currently $56.91 per dwelling unit. Your Sewer Usage charge is determined by taking your average monthly water consumption, measured in cubic feet (CF), for a five-month period between November through March. Water usage during this time of year is primarily inside your residence and after going down the drain, gets treated at the Wastewater Treatment Plant.

Once your average is determined, the Sewer Usage charge is billed at $5.64 per 100CF of usage. Unless there is a rate change which normally occurs in July, this is your fixed Sewer Usage charge until the following April when your sewer average is recalculated. This way you’re not penalized for watering your garden, washing your car, filling a swimming pool and other summertime water usage activities that don’t impact the sewer system.

It’s important to note that if you had high water usage in any of the previous months from November through March due to a broken pipe, running toilet, leaky faucet, etc. that will affect your Sewer Usage charge for the coming year. The City of Molalla has not made it a priority to continuously monitor vehicle and recreational vehicle (RV) parking recently but will be doing so soon. We have received questions and complaints from the community about on-street parking and determined it is time to remind residents that on-street storage of RV’s, trailers, and inoperable vehicles is regulated under Molalla Municipal Code Chapter 10.72. The City would prefer to start with community education prior to enforcement and so have provided the ordinance information below. You may report a concern by calling police non-emergency at 503-655-8211 or fill out a Citizen Concern Form and submit it.

10.72.020 Storage of vehicles or personal property on public property—Designated time limits.

A. No person shall park, store, or permit to be parked or stored, an inoperable vehicle or other motor vehicle, trailer, bus, camper, motor home, recreational vehicle, boat, or other personal property on any public street, right-of-way or other public property in excess of 72 hours without express written permission of the City Manager or designee. This section shall not apply to vehicles or other property being stored or impounded by the City of Molalla or any other municipal entity.

B. A recreational vehicle, motor home or camper may be parked on public property longer than the period allowed in subsection A of this section if:

1. It is owned by the resident or guest of the resident of the property in front of which it is parked; and

2. It is parked in the public street or right-of-way in front of or along-side the lot of the resident; and

3. It is parked in a manner which does not interfere with traffic or create a hazard by obstructing the view of drivers; and

4. It is parked in such location no longer than 10 days in any calendar year.

C. A motor vehicle, trailer, bus, camper, motor home, recreational vehicle, boat, or other personal property is considered parked, stored, or permitted to be parked or stored if it remains in the same one-half mile radius without first exiting the one-half mile radius.

D. Any attempt to delay, alter, or circumvent the effectiveness of the tow process by re-positioning a vehicle on the roadway without permanently removing the vehicle may be a violation of ORS 162.235 (Obstructing governmental or judicial administration) which is a Class A misdemeanor. (Ord. 2019-03 §7; Ord. 1998-2 §1)

When the City of Molalla adopted Prohibited and Regulated Camping standards for public property there was no change to existing Molalla Municipal Code language pertaining to camping on private property. Language in the Molalla Code was not altered or removed. Code language regarding camping on private property and inhabiting an recreational vehicle is included below:

9.16.020 Unlawful camping.

No owner or person in charge of private property shall permit camping on such property unless such activity occurs in accordance with all applicable provisions of the City’s development code and the property owner or person in charge has given written permission to the individuals camping on such property. Unless otherwise permitted by Chapter 15.08 of this code, no owner or person in charge of private property may permit another individual to camp on such property for more than 72 hours in any 30-day period. Exceptions may be granted under emergency conditions as declared by the City Manager. (Ord. 2023-06 §1; Ord. 2016-04 §1)

15.08.010 Inhabitance and use of recreational vehicles.

Except as provided in Title 10 or 18 of this code, no person shall inhabit or use for more than 10 consecutive days any recreational vehicle, trailer, fifth wheel or other such mobile living unit, without having obtained a permit therefor. (Ord. 1998-2 §2; Ord. 1987-9 §2)
