3 Projects Coming to OR-213: Toliver Roundabout (green); Tractor Supply Frontage (orange); Starbucks Frontage (purple) OR-213 in Molalla will soon experience a substantial facelift thanks to 3 improvement projects with the first projected to start August 2022 and the last projected to close around October 2023.

City Staff has worked tirelessly to help reduce the impacts to the community during these projects, but the improvements will not come without some growing pains.

What Are the 3 Improvement Projects?

1. The OR-213/Toliver Roundabout Project. This is a public project, managed by ODOT and jointly funded by ODOT and the City of Molalla. The project will install a roundabout at the intersection of Toliver and OR-213 due to significant safety issues and traffic delays. ODOT, as lead agency on this project, has set up a project page to help engage the public: https://www.oregon.gov/odot/projects/pages/project-details.aspx?project=20478.

2. The Tractor Supply Frontage Project. This is a private project, managed and funded by the developers of Tractor Supply, and regulated by ODOT and the City of Molalla. The project will provide a continuous left turn lane, buffered bike lane, sidewalk, and curb along the Tractor Supply frontage of OR-213. The project was intentionally delayed when Tractor Supply originally developed in order to facilitate integration with the OR-213/Toliver Roundabout Project. This integration helps mitigate construction impacts and utility conflicts. COMPLETE!

3. The Starbucks Frontage Project. This is a private project, managed and funded by the developers of a forthcoming Starbucks at 31330 Highway 213, and regulated by ODOT and the City of Molalla. The project will provide a continuation of the improvements along the OR-213 frontage of Safeway and those being constructed at Tractor Supply.

    Thank you for your question.  We understand that you are concerned about the potential negative impacts that the Toliver Road at Hwy 213 project may have on the stormwater system related to Bear Creek. I would like to assure you that the Oregon Department of Transportation (ODOT) takes many steps to prevent negative impacts to storm systems and creeks with their projects.

     ODOT's project design takes into account the impact on the environment, including stormwater and creek systems. The project includes measures such as erosion control, sedimentation control, and water quality management. Additionally, ODOT monitors the project during construction to ensure that these measures are being implemented effectively.

     I would also like to emphasize that Bear Creek has been experiencing ongoing natural erosion, and this erosion will change the shape and characteristics of the creek regardless of what happens on any projects. These natural changes cannot be predicted or controlled by the local government without significant disproportionate effort. However, ODOT will continue to work to minimize any potential negative impacts from the project on the stormwater system related to Bear Creek.

    Thank you for your question!  There was no information to indicate Big Meadow / Burghardt Drive being affected by PGE power outages. However, PGE is the best source for real-time updates on power related issues.  You can report an outage, view current outages, and even sign up for updates about a specific outage on the PG&E Electric Outage Map https://portlandgeneral.com/outages. You can also call 1-866-743-6589 during normal business hours to get more information.

    Thank you for your question!  The need for speed controls during the construction detours is a great observation.  The project team will meet with Molalla Police to discuss potential options in Big Meadow and update this response with additional information.  

    As far as Vick Rd. is concerned, the City does not have jurisdiction there as it is a Clackamas County Roadway.  The Clackamas County Traffic Engineering Page has contact information, and a "report a roadway concern" option that can facilitate getting your Vick Rd. concern addressed, here is a link to their site: https://www.clackamas.us/engineering

    Update: The project team spoke to the Chief of Police and he advised the Molalla PD will deploy the radar trailer in Big Meadow, Toliver, and other areas that will see increased traffic.  The PD will also ensure additional traffic patrols in those areas and if needed may assign special details and missions in these areas.  Thank you for providing your input and ideas!
