About City Recorder

The City Recorder is the local official who administers democratic processes such as elections, access to city records and all legislative actions, ensuring transparency to the public. The Recorder acts as a compliance officer for federal, state, and local statues, including Oregon Public Meetings Law, Oregon Public Records Law, Oregon Ethics Law and County Elections Laws. The City Recorder manages public information inquires (Public Records Requests) and provides support to the City Council and other boards, committees, and commissions of the City.

Over the past several years, the City of Molalla has placed a focus on records retention, following the Secretary of States Retention Schedule. In 2017, the City adopted Resolution 2017-14: Establishing and Authorizing the Use of the State of Oregon's General Recorders Retention Schedule for the Cities of Oregon, Adopted as OAR Chapter 166, Division 200.

As the city records manager, the City Recorder stewards all administrative, historical, legal, and financial record in accordance with Resolution 2017-14. To achieve the city's goal and comply with State Public Records Laws (ORS 192.001), the Office of the City Recorder:

  • Administers the city's record management program and participation in the cloud-based Oregon Records Management Solution (ORMS)
  • Coordinates records and information management projects
  • Provides assistance with citywide disaster recovery planning
  • Coordinates public records requests

Anyone may request to view public record by completing a Public Records Request form and submitting it electronically, by mail, or in person at City Hall. See the Public Records Request Information page for more information.

    The City of Molalla Planning Commission has an open seat available to residents inside city limits only. Applications are due to the City Recorder by July 26, 2024.

    City Council Vacant Seat - Application for Appointment


    The Molalla City Council declared Councilor Crystal Robles seat vacant at the April 10, 2024 City Council meeting, upon receiving her resignation earlier in the month.

    Council will receive applications for Council Robles remaining term of December 31, 2024. Council's preference is that the applicant will run in the November 2024 General Election, though all applications will be considered.

    Applications are due to the City Recorder's office no later than May 10, 2024. Candidate interviews will take place during the May 22, 2024 Work Session. An appointment is scheduled to be made at the May 22, 2024 Regular Session.

    The Molalla Budget Committee is seeking new members.

    The Molalla Budget Committee consists of the City Council plus an equal number of citizen members approved and appointed by the City Council. State law, ORS 294.336, mandates a budget committee for all Oregon local governments.

    Budgeting in the State of Oregon, Chapter 294.311 paragraph 5 of Oregon State Law defines a budget as:

    A plan of financial operation embodying an estimate of expenditures for a given period of purpose and the proposed means of financing the estimated expenditures.

    Local budget law for local government is set out in ORS 294.305 to 294.565, Chapter 294.321 defines the six major purposes of local budget law:

    1. To establish standard procedures for preparation, presentation, administration, and appraisal of municipal corporations;
    2. To provide for a brief description of the programs of a municipal corporation and the fiscal policy which is to accomplish these programs;
    3. To provide for estimation of revenues, expenditures and proposed taxes;
    4. To provide specific methods for obtaining public views in the preparation of fiscal policy;
    5. To provide for the control of revenues and expenditures for the promotion of efficiency and economy in the expenditure of public funds;
    6. To enable the public, taxpayers and investors to be apprised of the financial policies and administration of the municipal corporation in which they are interested.

    Applications for Budget Committee are being accepted February 7, 2024 through March 21, 2024.
