The City recently completed an update of the Pavement Conditioning Index (PCI) which provides the current condition of pavement in Molalla and a set of budget scenarios to show how the PCI will be impacted by different levels of funding. City staff has managed to maintain the PCI in Molalla over the last 6 years, but is at a significant disadvantage in comparison to other cities due to the lack of a dedicated funding source. This and other related concepts are more fully explained in the FAQ's section of this page.
The Table below provides several 5-year budget scenarios and their projected impact on citywide PCI:

The current PCI for the City is in the low 60's while a PCI of 82-84 is the ideal target range.
The City's current annual investment in street surfacing is $300k which will lead to a 4 point drop in PCI over the next 5-years.
This year the City has budgeted over $1 million for pavement conditioning...This level of investment cannot be sustained at current revenue levels.

Thank you for your question. This page is intended to provide information and seek input on funding for the City's new paving program.
