On November 15, 2023, the City's Parks & Trails Master Plan consultant, Cameron McCarthy Landscaping & Planning, presented to the City Council and Planning Commission in a joint session. Earlier, in October, a Planner from Cameron McCarthy visited Molalla and toured all parkland both developed and undeveloped (they had already reviewed a great deal of information on Molalla Parks including the existing plan and recently completed projects). This marked the formal kickoff of the Parks & Trails Master Planning process!

As with most long-term planning processes in cities the size of Molalla, there aren't enough resources to dedicate to them. So, consultants are hired which both brings the skills and experience of a subject matter expert to bear on the project, while also remaining fiscally responsible through avoidance of hiring additional staff.

The City's Parks & Trails Plan has reached the end of it's usable life. Most infrastructure plans are for a 20-year planning window with a 10-year update timeline, parks are half of that at a 10-year planning window with 5-year updates... Molalla's plan has not been updated in 10-years!
With that in mind City Staff proposed, and the Council and Budget Committee approved, a budget to update the plan in order to (amongst other things) continue the orderly development of Molalla Parks, ensure access to grant funds for parks projects, gauge community desires for how to develop the parks, and implement code language to ensure developers are dedicating their fair share of parklands to the system.
